A simple archie should locate files xmon and xwatch, which can be used to monitor the visual console. As for watching the characters/commands typed over a network, this would be akin to ttysnoop or somesuch. Perhaps a document such as the one located at http://www.netsys.com/security/Xfirewall.ps woulld be useful for you.
